Professor Winston AndersonThe history of the Caribbean Law Institute Centre (CLIC) is rooted in the establishment and work of the Florida State University’s Caribbean Law Institute (CLI) based at the UWI Cave Hill Campus.
CLIC was established in 1994 by the University of the West Indies as a centre within the Faculty of Law.
The Centre is listed as an Associate Institution in the Revised Treaty of Chaguaramas Establishing the Caribbean Community.
Professor Winston Anderson, PhD (Cantab) of the University of the West Indies, and the immediate past General Counsel of the Caribbean Community (CARICOM) was appointed Executive Director in 2007.
Professor's Anderson's vision is for the Centre to become the region’s premier institutional provider of applied legal research for the continued emergence and sustenance of a distinct Caribbean civilization.
For the Executive Director, CLIC’s mission is to provide the legal services required to support and sustain the Caribbean States, the Caribbean Community including the Single Market and Economy (CSME), as well as related institutions and agencies such as the Caribbean Court of Justice.
Professor Anderson proposes that the specific work of the Centre encompasses research, training, publication, and policy analyses and formation of strategic options in relation to both trade and non-trade issues. The latter includes work in such areas as Corporate Law, Insurance Law, Insolvency, Environmental Law, the Criminal Justice System, Human Rights, Intellectual Property Rights, and Constitutional Law Reform.
For its human resources requirements, the Centre's staff is complemented by the staff of the Faculty of Law from The University of the West Indies Cave Hill, Mona and St. Augustine campuses.
